BREAKING🚨 LAPD just released horrifying video showing officers beating a handcuffed 58-year-old man in his jail cell before he died. José Carlos Hoyos-Munoz had been in LAPD custody for two days. His family says he was in severe mental distress. At the jail, police say Hoyos-Munoz became combative while officers tried to fingerprint him. They say he spat at officers, tried to bite one and resisted. The newly released footage shows officers repeatedly pinning him down, striking him with their knees and elbows and putting a spit hood over his head. He is struck multiple times while already handcuffed. Later, Hoyos-Munoz climbed onto the toilet in his cell. Five officers went back in, forced him face-down onto a bunk and restrained him again. The video shows him appearing motionless as officers leave. LAPD says detention officers checked on him over the next 20 minutes and believed he was still breathing. When officers returned, he was unconscious and not breathing. He was pronounced dead at the jail. The medical examiner still has not determined his cause or manner of death. And the public didn’t see any of this for more than six weeks. LAPD did not release the video until now. Mayor Karen Bass says Hoyos-Munoz appeared to be experiencing a mental health crisis and has ordered an independent evaluation of police-involved deaths and serious injuries, particularly cases involving people in crisis.
