BREAKING🚨 A judge ruled a man is more likely than not to be TORTURED if sent to Mexico. Rubio deported him there anyway — with no money, no phone, and a notice he can't read. In March 2025, Rubio promised El Salvador's president the return of nine MS-13 leaders held in U.S. custody, some of them confidential informants cooperating with the Justice Department, in exchange for access to the CECOT prison so hundreds of Venezuelan men could be shipped there. Attorney General Pam Bondi was instructed to terminate the informant agreements. Charges against César Humberto López Larios, who U.S. investigators believed held information implicating top Salvadoran officials in dealings with MS-13, were dismissed on March 11, 2025. Four days later he was flown to El Salvador. House Democrats demanded answers. Nothing happened to anyone. On July 21, a Mexican national identified in court records only as John Doe, a father of two who gave what a judge called substantial assistance to prosecutors building cases against cartel-affiliated defendants, was served with a notice saying his protection from torture had been terminated. An immigration judge had granted him that protection in 2024 after finding he was more likely than not to be tortured if he was ever returned to Mexico. Rubio and acting ICE Director David Venturella personally determined that Mexico's "diplomatic assurances" about his safety were reliable. The notice contained no details about what those assurances were or how anyone evaluated them. Nothing in the record shows it was ever translated into Spanish. Doe does not speak or read English. ICE had already flown him to Guatemala on July 10. Guatemala refused him, handed him to Mexican officials, who refused him too once they learned about his torture protection. Around July 15, ICE tried Mexico directly. Mexico refused again. On August 1 he was deported to Mexico without his phone or any of his belongings, into a region with active cartel activity. He has been in hiding since, "reliant on the help of strangers," fearing the cartels he informed on will find him first. U.S. District Judge Stephanie Gallagher, a Trump appointee, called the termination procedure "extremely rare" and ordered his immediate return, daily status reports until he lands, and that if he is detained again it be within 200 miles of Baltimore.
