They already have neuralink brain chips inserted into people on several solar systems....The technology isnt actually technically seeking regulatory approval since it exists already it is an advanced form of technology that technically cannot be regulated with human legal systems, there is technically no way to launch this other than thru a catastrophe like war or further quarantine for example....
